I started receiving the error 1706 after wiping my machine and then reinstalling office 2000 SP3 on Windows 2000. It was quite annoying and I could not figure out how to get it to stop. Giving the installer the disk did not help and searching the internet turned up various methods of fixing that sounded too invasive. One person (forget where) did mention a method of fixing this which was quite easy. Add the user getting this error to the adminstrator group, have him login and put the office 2000 disk in the machine. Now run Office and let the installer will do the bits it needs to and then start the program properly. You can now remove this user from the adminstrator group and should be well. Good luck, MS programs can be very frustrating.
